After Lincoln's assassination, President Johnson was not committed to Reconstruction. By December of 1865, he was satisfied that Reconstruction was essentially complete, and due to his liberal Gordon policy many former leaders of the Confederacy won election to state legislatures and congress. As a result, many southern states passed racial laws that intended to reduce African Americans to a state as close to slavery as possible. Fore example, these laws prohibited intermarriage and excluded African Americans from serving on juries.
