On 21 September President Boris Yeltsin, by his Ukase № 1400, announced a phased Constitutional reform. This was contrary to the Russian Constitution. Therefore, representatives of the Congress of People's Deputies and the Supreme Soviet impeached Yeltsin. Alexander Rutskoi became the acting president. Yeltsin became angry and sent tanks to Moscow to bombard the Supreme Soviet building. On 4 October the deputies of the Congress and the Supreme Soviet were arrested.
