Akin to the Truman Doctrine. It allows the USSR freedom to intervene in states where socialist rule is under threat. Drafted as a response to Prague Spring. The states are given sovereignty in choosing leaders, so long that the established governments do not serve as a threat to the local or global socialist cause.
