Labor unrest due to industrialization and the growth of big business continued during the progressive era. The coal strike in Pennsylvania for an 8 hour work day and a raise was at an impasse. President Teddy Roosevelt intervened, pursuant to his square deal policy and negotiated a compromise through which the company agreed to raise wages and shorten he working hours but did not have to recognize the union. This set the precedent of government intervention on behalf of workers instead of always on behalf of employers.
