Summary: Edward Garner, age 15, was fatally shot by officer Elton Hymon under the suspicion that Garner was fleeing a home he had burglarized. Officer Hymon presumed Garner to be unarmed. Decision: Deadly force employed to stop a fleeing felon is a violation of the Fourth Amendment.
