Johnson was more moderate than Kennedy and had disagreed with Civil RIghts legislation in the past but because of Kennedy's assassination he made the passage of this act his first priority. This act required equal voter registration rules, banned descrimination in public spaces, cut off funding for discriminating federal agencies, allowing the attorny general to sue noncompliant schools, and outlawed discrimination in hiring. THis act laid the foundation for the enforcement of equal opportunity and further civil rights legislation. It also allowed for the pasage of immigration legislation and the ADA.
