The act had been first vetoed by President Bush, despite having bipartisan support. The act had granted most full time employees 12 workweeks of unpaid leave each year for the birth and care of a newborn child, to recover from serious illness, or to care for an immediate family member with one. The Clinton administration also raised the minimum wage, increased access to college loans, and expanded tax credits for higher education.
