Clifford Stott, a member of the IPCC's International panel of experts, said in a public statement on his Twitter account that the panel had analyzed the IPCC's investigative capabilities and concluded that the IPCC lacked the authority and independence to conduct an investigation on the Hong Kong protest. The Panel believed that the IPCC may be able to provide an interim report with preliminary conclusions, after which a more thorough investigation should be conducted by another independent and competent body.
