Mussolini becomes Prime Minister after he threatened to violently seize power. The king of Italy made him Prime Minister, because the king didn't want to lose his throne and he wanted to prevent a civil war in which a lot of blood would be shed. When Mussolini became Prime Minister he could finally force his IDEOLOGY to the people in Italy which is also called INDOCTRINATION.
