The Immigration Act was introduced by immigration minister Frank Oliver. This act increased the power of government to restrict immigration, deport people and create regulation to unfairly target people considered undesirable. These undesirable immigrants were permitted if "an idiot, or an epileptic, or who is insane... deaf or dumb [unable to speak], or dumb, blind or infirm." Also if people were "a pauper, or destitute, or professional beggar, or vagrant, or who is likely to become a public charge"

In 1910, the Immigration Act was updated and gave the government more power over deportation and immigration policies. People could be deported if "... belonging to any race deemed unsuited to the climate or requirement of Canada, or of immigrants of any specific class occupation or character."

Oliver used the Immigration Act to relocate the Doukhobor, who were Russian immigrants who opposed war and military action, who settled in Saskatchewan on the farmlands. At the time in Russia, it was mandatory for all men to join the military. Doukhobors resisted and were beaten, imprisoned and exiled. In 1908, 6 000 Doukhobors were forced to move to British Columbia and the government opened up the Doukhobour land to new settlers.
