In 1834, the first effort at unifying the members of the German Confederation to an extent was made with the formation of the Zollverein. This was a customs union which aimed to increase economic unification between states through the construction of railways and the implementation of free trade. The Zollverein proved to be an important step towards unification, while also greatly strengthening the industrial power of the German Confederation. However, Austria was not included in this agreement.
The exclusion of Austria was due to its highly protected economic industries, and additionally for political reasons. A major issue that confronted proponents of German unification was the debate of whether or not the Kingdom of Austria should be included in a unified Germany. Some argued that the inclusion of Austria would cause diplomatic issues, while others argued that the inclusion of Austria would provide great political benefits.
