Mexican American students that lived in Raymondville, Texas argued that students were not receiving adequate or appropriate bilingual programs so that they could have access to the school's curriculum. This resulted in the court case of Castaneda v Pickard.
The court favored Castaneda and stated that it was unlawful to not provide programs that allow bilingual students to overcome a language barrier that would impede their accessibility to education. This decision was also based off of the 1974 Equal Educational Opportunities Act. This case also resulted in criteria set called the Castaneda Standards. These standards include that:
"-The school must pursue a program based on an educational theory recognized as sound
-The school must implement the program with appropriate instruction, resources, and personnel
- The school must take action if the program does not produce results"
