The Japanese create a plan that they hope will result in an excuse for war/invasion with/of China. So on September eighteenth, a Japanese lieutenant sets off some dynamite close to a Japan-owned railroad track. The dynamite fails to significantly harm the track, but the Japanese go forward with their plan anyway, claiming it was the work of rogue Chinese, and invade China.
