The National Policy was created by John A. Macdonald. It introduced tariff protection for manufacturers, a railway going through all of Canada, and expansion into the West. Ultimately, the three main goals of the national policy were to complete the transcontinental railway, encourage immigration to Canada, and implement protective tariffs to support Canadian manufacturers.
