A group within the Hungarian communist party opposed the leader (a harline communist) Rakosi. He asked Khrushchev for help, wanting to arrest 400 opponents but was denied help and told he had to retire.

The new leader Gero was no more liberal, continuing to impose strict measures on the citizens.
