Treaty were signed, passing laws that allows the clerics to hold wizards responsible for their actions, or face death.
The treaty was as followed...
The mages would rule over themselves, and keep each and everyone of themselves responsible for their actions, executing those who would not follow their commands.
The clerics are to police mages and have authority to arrest them and submit them to the towers for judgement and executions. If a tower breaks the law, the clerics have the right to attack that tower and the other towers are not allowed to defend it.
