Titus' brother Tiberius was a corrupt man, and no one wanted him to become Emperor. However, Titus died with no children, although he raised his niece Octavia when Tiberius relinquished custody to Titus when she was young because Tiberius didn't want to be a father. Even though the masses wished for Octavia to be crowned Empress, ancient Terran laws require the closest, youngest relative to become the next in line to the crown. Making Tiberius next in line after Titus, making Octavia second, and her brother Julius third. (Julius was born nearly 30 years after Octavia was born and was raised by Tiberius now matured.)
