After everything has been set up, Wilmer invites Kela de Thaym to Agros. By destroying a major Steel Meridian outpost that has been harassing Vay Hek's Frontier Grineer for far too long, and by capturing and killing one of their most valuable assets, Kela would be obligated to endorse him to the Queens, which he hopes would lead to the restoration of his Councilor status.
