In 1883 a civil service reform bill sponsored by “Gentleman George” Pendleton, a democratic senator from Ohio. Set up a three-member Civil Service Commission independent of the cabinet departments, the first such federal agency established on a permanent basis basis. About 14% of all government jobs would now be filled on the basis of competitive examinations rather than political connections.
