About 400 hectares of land in South Auckland will be released for commercial, industrial and residential development, under Manukau City Council's new district scheme.

The land, now zoned for future development, would be needed because of Manukau's continued growth and development, said the chairman of the town planning committee, Mr Chris Mountford.

The council launched the first stage of its district scheme review yesterday.

The process of public notification, submissions, objections and counter-objections, then decisions and appeals, is expected to take up to three years, depending on the number of objections.

Mr Mountford said the council was taking the approach that every line on every page of the five-centimetre thick document could be altered.

"But no plans will be altered by pressure groups, big business interests, or anyone who wants to put their weight behind an application." The council has estimated Manukau's population increase at 4000 people a year, rising to 237,000 within the current city boundaries by the year 2001.

Also provided for in the scheme review is:

A greater degree of flexibility in rural planning, including the provision for small holdings and limited rural-residential dThe protection of archeaological and tapu sites and land surrounding Maori housing.
