Hitler needed to act cautiously this early in the period, he could go no further than withdrawing from these organisations. Any move that broke the terms of the TOV would have severely angered the Big Trio.

Hitler was clearly showing that he wanted the right to build more weapons so that they could be on equal terms with other nations.
