Resources on earth dwindle to the point where the planetary population are unable to sustain themselves without vast imports of raw materials and food-stuffs. Though currently the sheer bulk of resources being funnelled towards earth is sufficient to maintain the population of nearly 50 billion, the rate of native growth is rising at an unmanageable pace; too few leaving for the colonies compared to the great swathe of millions who chose to remain. Environmental conditions, despite the attempts of the Sol Proclamation, continue to deteriorate, with those regions of the earth that haven't been covered over in urban sprawl undergoing blight and famine. Increasingly the human population withdraws into the skyhigh cityscapes, the earth slowly dying around them.
