The second most important Supreme Court case regarding multilingual education (after Lau v. Nichols) that occurred in 1981. It declared that bilingual education programs must be based on sound educational theory, they must be implemented effectively, and they must be evaluated and determined to be effective. It was the first concrete case that was put into action right away and established accountability and responsibility of schools to educate ELLs.
