When Constantine made the conversion to Christianity and made it legal to be Christian, it would result into massive arguments between the politicians with people on both sides. But not only that. Romans would no longer rely on the emperor as much anymore because there would now be a pope who wasn't more powerful politically but he would have many followers. He would have his own guards at all and would become a huge public figure: faith of the people was more entrusted in him than the emperor
