The provisional government relinquished its hold over Serbia, Bosnia and Montenegro, releasing them as free states. It also released a Polish republic in Silesia, limited its military to 100,000 men and its fleet to 6 battleships. Finally, it released all control over its German and Italian puppet states, leaving these open for French influence.
