-It was a foreign policy made by the U.S. during the Cold War as a counter against the geopolitical expansion by the Soviet Union, which maintained the stance of the U.S. against them.The U.S. basically funded Europe for recovering all of the damages done during WWII in order to prevent the Europeans from converting to Communism.
-It was an economic and military action.
