 At the beginning of the 19th century, Oxford and Cambridge, England's two oldest institutions, enjoyed a strict duopoly on higher learning, enforced by law. University was for wealthy men, as women were not allowed to enroll, and was run by the Church of England (Whyte).
However, 1827 began a century in which universities were created throughout England, opening up higher education for women and the poor alike during the Victorian Era. The ancient Anglican monopoly also came under attack, creating a more secular learning environment in universities (Whyte; "The University").
