The public transportation in the area had the idea that they were immune to the taxation of the federal government because it provided such a service. The court ruled that the transportation system was under the Commerce Clause since it provided a service for the city. Therefore, the SAMTA had to follow the regulations that Congress imposes on it when it comes to taxation and labor.
