No Child Left Behind Act told the states to create assessment in basic skills. In order for schools to receive federal funding, they had to give these assessments to every student at select grade levels.The act didn't create a national standard but instead allowed for each state to create its own standards. The state governments would have liked AND disliked this act. States like having the freedom to decide what works best for their citizens. However, state governments do NOT like the, "You do what I say or you don't get funding" acts from the federal government. Acts like this create mixed reactions. The federal government ultimately has the power in this situation and is throwing the states a bone to make them feel better.
