The Social Housing Fund was established. With $37.35 million in 2011/2012 it aimed to deliver niche housing at one end of the scale and volume social and affordable housing at the other. The Housing Innovation Fund was disestablished.

The funding was divided between the following groups, with flexibility to support good initiatives:
• niche providers $5.0 M
• growth providers $24.35 M
• Mäori providers $3.0 M
• rural providers $5.0 M
Total SHF $37.35 M
