FDR was elected into office in the midst of the Great Depression, specifically at the height of the bank crisis. In order to deal with the situation at hand, FDR would ask Congress for executive powers normally given during times of war, which they granted. He would use this power to create a number of federal agencies that directly supported citizens who could no longer support themselves, marking unprecedented government involvement in the welfare of its citizens. These institutions included FERA (which was designed to support the poor by providing free food and clothing), the CCC (which provided 2.5 million people with stable jobs), the AAA (which managed agriculture by paying farmers to produce less so their crops were worth more), TVA (which built dams in Tenessee to employ workers, provide cheap hydroelectric power, and stimulate farming in the area), and the passing of the National Industrial Recovery Act, which reformed labor laws and created the PWA, which built infrastructure and created jobs, stimulating the economy. In creating all of this, FDR used his power as president to get an unprecedented amount of legislation passed through congress, thereby substantially expanding presidential power.
