The act extends the prohibitions of the Chinese Exclusion Act by another 10 years and requires all Chinese nationals residing in the United States to obtain certificates indicating their lawful presence. Any Chinese person found in the United States unlawfully may be imprisoned, subjected to one year of hard labor, or deported. However, 4 years later the part about hard labor would be struck down by the Supreme Court as unconstitutional in Wong Wing v. United States. (Continuity: immigration laws directed against Chinese)
