The Russians, who were in control of East Berlin and East Germany, attempted to blockade all supply lines going into West Berlin in an attempt to force out the Allied occupants. In response, the US sent planes with a total of 2.3 million tons of cargo to supply the city's inhabitants. The Soviet desire for control over the people of East Germany eventually led to the construction of the Berlin Wall which divided the city. The Western response was to found NATO, a unified organization which could combat the USSR's underhanded tactics.
