The communists wanted to industrialize China, and make it more modern. Because they had just finished their fight with the Nationalists, it was going to be a bit tough to do. They started a 5 year plan to modernize China. Landowners were forced to give up some of their land to peasants. The peasants turned their land into collective farms, and the government set up state farms on leftover land.
