September 3, 1920 - The British Government in Malaya requested that Town Town Planner, Charles Reade of the Kingdom of South Australia come to Malaya January 18, 1921
Reade submitted the report entitled "Town Planning and Development in the Federated Malay States. Preliminary Report and General Survey with Recommendations to the Acting Under Secretary to Government, FMS, by the Government Town Planner". The report called for the introduction of modern town planning into Malaya.
Charles C. Reade was appointed the first Government Town Planner for the Federated Malay States of Malaya. His appointment also marked the official establishment of the Town Planning Department in Malaya. Reade was entrusted the tasks of preparing planning schemes for the Local Authorities in the country. His office at Town Planning Department was first housed in Secretariat Building at Jalan Raja, Kuala Lumpur.
January 18, 1921 - The first office located in the Secretariat building, Kuala Lumpur From 1921 to 1927 Reade was assisted by Juru officers Surveyors and Civil Engineers borrowed from the Department of Survey and Public Works Department. Administrative Officers from the Land Office have also been involved in administering the re-planning and distribution activities as Town Planning Administratorry). Reade has announced the establishment of a Town Planning Committee that is in force for the Kuala Lumpur area with the aim of carrying out urban planning services.
