The Colorado House sent a bill to the governor's desk Thursday that would have the state join a national effort to go to a popular vote in selecting U.S. presidents, but that doesn't mean the matter will be settled there.

Not long after the House voted to send SB42 to Gov. Jared Polis, who is expected to sign it, Mesa County Commissioner Rose Pugliese and Monument Mayor Don Wilson filed a petition with the Colorado Secretary of State's Office calling for the matter to be sent to voters in November 2020.

The sponsors of the bill, Reps. Emily Sirota, D-Denver, and Jeni Arndt, D-Fort Collins, say the current process for electing presidents is antiquated and needs to change. To do so, however, would require an amendment to the U.S. Constitution.

So instead, the two lawmakers want Colorado to join a compact of other states that have pledged to dedicate all of their Electoral College votes, which equal the number of members of the U.S. House of Representatives and the U.S. Senate each state has, based on a majority vote in all states, not just their own states.

By law, state legislatures are allowed to decide the process for choosing electors to the college. Most, like Colorado, have a winner-take-all system, meaning whoever wins the majority of votes in a presidential race gets all of that state's Electoral College votes.

For Colorado, the number currently is nine, though the state could go to 10 with an additional member to the U.S. House it is expected to gain after the next U.S. Census is conducted next year.
