Stalin saw Marshall aid as dollar imperialism and that the USA was seeking to win Western loyalties with its wealth and after some Cominform countries expressed interest in it, he created his alternative. Cominform was a 'union of equal partners' where communist member countries would share resources and knowledge and function as an economic union.
It was lead by the USSR, which in reality made most important decisions.
