It seems that the first thing Mormon did was to set up his headquarters at the city of Jordan. The people in all the land around were gathered to the city and the city was fortified.
There were other cities that were also fortified, and Mormon seems to have set up a line of such fortifications to protect all the land beyond. However, all the land south of this line was evacuated and the people fled to these fortifications, leaving the land in the hands of the Lamanites.
