After Zemnariah was made the leader of the Gaddianton Robbers he seems to have taken his time in organizing them and setting out his plans.

So, in AD 21 Zemnariah led his band out of the wilderness. This time, however, rather than a direct attack against the Nephites, Zemnariah had the plan of laying siege and starving them out. So he had his vast armies surround the Nephites in their fortifications between Zarahemla and Bountiful. When they were in position they entrenched themselves and waited.

But the Robbers were frustrated in this effort as well. The Nephites had brought all their food and animals with them, and thus they had enough provisions to last for seven years. Now, this was in the fourth year of their gathering together, which means they had about four years of provisions left.
The Robbers, on the other hand, had no provision stored up, or at least, very little. They seem to have depopulated the game animals and so were unable to sustain themselves through hunting.
The result of this was that the Robbers, while laying siege to the Nephites, began to weaken and even die from starvation, while the Nephites lived rather comfortably.
