McCulloch v. Maryland, 17 U.S. 316, was a U.S. Supreme Court decision from 1819 that defined the scope of the U.S. Congress's legislative power and how it relates to the powers of American state legislatures. The Supreme Court ruled that Congress had implied powers under the Necessary and Proper Clause of Article I, Section 8 of the Constitution to create the Second Bank of the United States and that the state of Maryland lacked the power to tax the Bank.
