After negotiations between Maxim Litinov and Franklin Roosevelt, the United States decides to diplomatically acknowledge the Soviet Union.

By making negotiations, Franklin Roosevelt was able to have the United States recognize the Soviet Union. This was interventionist since the United States was involved with trying to better foreign ties.
