The Virginia and Kentucky Resolutions were passed by the legislatures of Kentucky and Virginia on December 3, 1799 in response to the Sedition Act of 1798. The resolutions were written by Thomas Jefferson and James Madison. They proclaimed that the Sedation Act was an infringement on rights protected by their state constitutions and that states had the right to nullify federal laws within their borders. This idea of nullification would eventually lead to the Southern state's ability to secede from the United States prior to the Civil War.
