This act was meant entirely to discriminate against all Europeans, and put quotas on how many immigrants were allowed to come from certain regions/countries/places, essentially completely allowing the government to regulate what type of people were allowed into the country. Because sure, that seems like a power they should have. Of course. Encourage discrimination. Why not.
