James Thomason (1805-1853) was was British Lieutenant-Governor of the North-Western Provinces in India. He pioneered many educational initiatives in India - such as a system of village schools, establishment of first Engineering college in Roorkee. He proposed school in every village , but it was not supported by Court of Directors.
His education proposals are as below:
1. the necessity of incorporating the indigenous schools in a national system of education;
2. the levy of a local rate for educational purposes and pay it a grant-in-aid from Government treasury. The funds thus obtained were devoted to the maintenance of schools known popularly as Halkabapdi schools
3. Proposed model school (vernacular) in every tehsil
4. the creation of an Education Department
Initially only in 8 districts this plan was implemented.. Later proposal was sent to Dalhousie for approval.
