Because of the lack of balance within the Articles of Confederation, the states began to develop their own currency and economic policies within themselves. This created a major problem for trade, since a currency in one state meant nothing to another. Many people also found themselves in debt because they could not pay off their land. Daniel Shays led a rebellion against the Massachusetts government and demanded lower taxes and a proper currency to be issued across all states. The militia ended the rebellion, but the taxes were lowered, and a currency was distributed. Key Concept 3.2.111
