Who: Ben Gurion who was the first prime minister of Israel promoted relocation of Jews to Israel using the sales pitch that Israel would provide security and opportunity. Blaustein who was the president of AJC (a little more original than ACJ) said that Jews did not want to move to Israel because they were loyal to the U.S.

(Cut and dry...Gurion and Blaustein didn't agree. Gurion just wanted Jews in Israel...more subjects, more power blah blah blah. Blaustein agreed more with Will Herberg and such that the U.S. was already assimilated into American Jewish culture and Jews were already patriotic to the U.S. and there was no need for them to leave. They liked it there.)
