5. One major cause
The Voting Rights Act was set to expire in 2007, so Congress decided to reassess it in 2006. Once again, civil rights groups and Democrats were interested in expanding the bill and extending it further.

6. One major effect
The bill was passed with little serious opposition, partly because the Republican Party had been gaining support from language minorities. The special provisions were once again extended for 25 years, therefore, it will be 2031 before another amendment is brought up in Congress again.
