5. One major cause
The Long, Hot Summer of 1967, which consisted of 159 race riots all over the United States, helped lead to this act. Because of the Long, Hot Summer, Johnson created the Kerner Commission to investigate the causes of the riots. The findings of the Kerner Commission were that a lot more had to be done to make life better for African Americans. Lyndon B. Johnson therefore began creating more civil rights legislation, such as the Civil Rights Act of 1968.

6. One major effect
Despite being the last major legislation passed during the Civil Rights Movement, segregation in housing continued to be an issue. Inner city communities, which consisted mostly of minorities and had high rates of crime and unemployment, continued to grow after this decision.
