The education system in Quebec was a mess because it was ran by the Catholic church. Students were dropping out by grade 3-6. The new premier Jean Lesage modernized the province and took the control away from the Cathlic church. When Pierre Trudeau was elected in 1965 to parliament he enhanced francophone relations. Also, the Officiacl Language Act in 1969 made french Canada's second language. These events made the french language more prominent in Canada and also made Quebec more popular around the world.
