Mussolini claimed Italy faced a Communist threat. The King believed the claim and gave Mussolini emergency powers to protect Italy, to restore law and order, and to introduce much needed reforms. Most deputies approved of giving Mussolini emergency powers.

Mussolini used these powers to appoint himself Foreign Minister and Minister of the Interior. He gave important law and order jobs to his fellow Fascists which increased Fascist influence on Italian society.
